Course Description Developed by the National Domestic Preparedness Consortium (NDPC), the WMD Standardized Awareness Authorized Trainer Program (Train-the-Trainer) course provides emergency responders with awareness-level instruction on Recognition, Avoidance, Isolation, and Notification (RAIN) techniques in a WMD environment. The course covers prevention and deterrence of Chemical, Biological, Radiological, Nuclear, or Explosive (CBRNE) hazards. After completing the train-the-trainer course, participants are eligible to conduct courses for their agency and surrounding jurisdictions. The NDPC provides all training materials for certified instructors to carry out indirect course delivery.

Law enforcement, hazardous material technicians, fire service, emergency management, Emergency Medical Services (EMS), public safety communicators, public health, governmental administrative, health care, and public works.
Prerequisites Completed enrollment application provided by NDPC
Course Size Minimum 30 responders/maximum 40 responders
Host/Jurisdiction Requirements and Responsibilities
  • Thirty to 40-person environmentally controlled (HVAC) classroom with room for course manuals and note taking (see photo 1)
Participant Requirements
  • Agency-prescribed dress or uniform for class is appropriate for inside training
  • Course manuals for class
  • No personal or agency weapons (including impact and less-lethal weapons), live ammunition, weapon magazines, or flash bangs are to be on the responders or in the training area (including classroom) at any time during this course
  • We ask that cell phones and pagers be turned off during class
