Course Description The Hazard Assessment and Response Management (HARM) course continues the Center for Domestic Preparedness’ (CDP) tradition of bringing together the nation's first responders and receivers for advanced hands-on training. HARM is a unique new course within the CDP curriculum. Unlike other CDP courses, HARM replicates the activation and deployment of a task force into an active operational incident of national significance. Responders arrive at the CDP in the 36th operational hour of the event and are assigned to a task force. Each task force is briefed and assigned a daily rotational period recurring over three days. The intent of this course is to apply acquired operational knowledge from each of the 10 emergency response disciplines in support of the task force and assist in mitigating the Chemical, Biological, Radiological, Nuclear, or Explosive (CBRNE) incident. All task force members will conduct exercises in the Chemical, Ordnance, Biological, and Radiological Training Facility (COBRATF).

To attend this course, participants must have previously completed one of the following performance-level courses offered through the Center for Domestic Preparedness (CDP) within the last 36 months, as well as ICS-100 Introduction to ICS and ICS-200 ICS for Single Resources and Initial Action Incidents. Responders will be required to perform physical activities while operating in Personal Protective Equipment (PPE) Levels A, B, and C, and must have successfully entered the CDP Toxic Agent Facility during their previous attendance in order to qualify for the HARM course.
