Protective Actions

Protective actions are those actions taken to preserve the health and safety of emergency response personnel and the public during an incident involving the release of hazardous materials and weapons of mass destruction. Every hazardous materials incident is different and each has special problems and concerns. Actions needed to protect self and the public must be carefully selected.

Types of Protective Actions

Protective actions encompass actions taken to avoid or reduce dangerous contact with hazardous materials. Protective actions include making appropriate notifications, isolating the hazard area, evacuation, sheltering in place, and wearing protective clothing and equipment that mitigates contact with hazardous substances.

Considerations in Establishing Initial Protective Actions

When making protective action decisions, there are a few critical items to consider. Though not all-inclusive, the list below outlines several of those considerations.

  • Amount involved
  • Containment/control of release
  • Rate of vapor movement

Considerations for a Threatened Population

  • Special institutions or populations (e.g., nursing homes, hospitals, prisons
