Division 1.4—Explosives Which Present No Significant Blast Hazard. These are explosives that contain no more than 0.9 oz. (25 g) of a detonating material and where the effects are mainly confined to the package, and no projection fragments of substantial size or range are expected. Examples include blasting caps and consumer fireworks.
