Complex Coordinated Attack Theme Week 2020
The Center for Domestic Preparedness (CDP) will host the 2020 Complex Coordinated Attack Theme Week training during the week of June 7 – June 13, 2020 on the CDP campus in Anniston, AL. CDP training is completely funded for state, local, tribal and territorial emergency responders to include roundtrip airfare, meals, lodging, training and any equipment required during training.
The Complex Coordinated Attack Theme Week training is intended to broaden the training experience of first responders. This intensive training is intended to develop comprehensive and sustainable approaches to enhance preparedness and response to a complex coordinated attack through training and exercise by integrating different response disciplines such as Law Enforcement, Emergency Medical Services, Healthcare, Hazardous Materials and Emergency Management to work together during an active, complex response.
Upon successful completion, participants will have enhanced their response capabilities in multiple areas to include active shooter response, mass casualty incident response and recovery functions, decontamination operations, and making critical decisions in an all-hazards event. Personnel who attend this training will be better prepared to respond to emergencies in their communities.
All law enforcement and healthcare personnel who work in an emergency response capacity are authorized to attend.
The CDP will host one iteration of the following courses:
Louisiana State University Academy of Counter-Terrorist Education’s (NCBRT) Law Enforcement Active Shooter Emergency Response (LASER) and Critical Decision Making for Complex Coordinated Attacks (CDMCCA) / Security and Emergency Response Training Center’s (SERTC) Tactical HazMat Operations in Surface Transportation (THMOST) / Healthcare Leadership for Mass Casualty Incidents (HCL) / Hospital Emergency Response Training for Mass Casualty Incidents (HERT). All courses will conclude with an Integrated Capstone Event (ICE)

Hospital Emergency Response Training for Mass Casualty Incidents

The Hospital Emergency Response Training for Mass Casualty Incidents (HERT) course addresses healthcare response at the operations level for the facility and its personnel. This three-day course prepares healthcare responders to utilize the Hospital Incident Command System — integrating into the community emergency response network while operating an Emergency Treatment Area as hospital first responders during a mass casualty incident involving patient contamination. The healthcare responders will determine and use appropriate personal protective equipment and conduct triage followed by decontamination of ambulatory and nonambulatory patients as members of a Hospital Emergency Response Team.
Below are some, but not all, of the critical skill sets learned during this training program:
- Analyze the need, composition, and use of a Hospital Emergency Treatment Team during an emergency, mass casualty incident, or disaster situation.
- Summarize the organization and operation of the Hospital Incident Command System as it integrates with the Incident Command System during response to mass casualty incident.
- Differentiate the medical responses to a variety of illnesses and injuries that may result from a mass casualty incident.
- Select and use the appropriate level of personal protective equipment as hospital first receivers in response to a disaster involving patient contamination.
- Structure the healthcare facility Emergency Treatment Area to support medical operations in response a mass casualty incident.
- Establish a Hospital Emergency Response Team that meets all safety requirements, provides security to the hospital, and efficiently manages patients for processing into the hospital facility for follow-up treatment.
- Compare decontamination methods and procedures.
- Perform Simple Triage and Rapid Treatment© (START) and JumpSTART procedures within the Emergency Treatment Area during a hospital response to a mass casualty incident involving contamination.
- Conduct operations in an Emergency Treatment Area while wearing appropriate personal protective equipment in response to a mass casualty incident involving contamination.
- Conduct an effective medical response to a mass casualty incident using the Hospital Emergency Response Team approach.
Hospital staff members who comprise a Hospital Emergency Response Team, such as physicians, nurses, administrators, security personnel, environmental staff, and other hospital staff.
Healthcare Leadership for Mass Casualty Incidents is a four-day course that addresses disaster preparedness at the facility and system level. Healthcare leaders must be prepared for any incident that results in multiple casualties, whether it is the result of a natural disaster; an accidental or intentional release of a chemical, biological, radiological, nuclear, or explosives (CBRNE) hazard; or a disease outbreak that results in an epidemic or pandemic. This course focuses on preparing healthcare leaders to make critical decisions in all-hazards disaster emergency preparedness activities. Responders learn essential disaster-planning response and recovery functions through lecture/discussion format that are then applied in a tabletop exercise and a two-day functional exercise.
Below are some, but not all, of the critical skill sets learned during this training program:
- Clarify healthcare emergency management roles and responsibilities in the disaster life-cycle process — mitigation, preparedness, response, and recovery — for all-hazards disasters.
- Identify key partners in disaster preparedness, their roles, and interrelationships in responding to a disaster.
- Relate the use of the Incident Command System in the healthcare system through Hospital Incident Command System (and the Public Health Incident System.
- Illustrate roles and responsibilities in obtaining and distributing medical supplies in a disaster situation.
- Illustrate the difficult decisions that healthcare leaders face regarding palliative care and mass-fatality management.
- Summarize the development of emergency public information and risk communications messages.
- Differentiate requirements for types of decontamination procedures and facilities, in addition to personal protective equipment to be used in healthcare facilities for a variety of hazards.
- Describe the various concepts associated with the disaster-planning process.
- Identify important aspects of Noble, U.S.A., and roles of the functional areas in the exercises.
- Apply Comprehensive Emergency Management to a disaster-response situation
- Apply the concepts of healthcare disaster planning.
- Summarize the role of healthcare response in an all-hazards disaster.

- Hospital executive group — Senior executives who have ultimate legal and overall fiduciary responsibilities for the institution;- Mid-level management — Those who have responsibility for activating the disaster plan;
- Patient services group — Senior patient care services leadership who are responsible for the following: organizing and delivering patient care services and resources; maintaining a patient-tracking system; assuring the treatment of inpatients and managing the inpatientcare areas; and controlling discharge procedures
- Emergency Department (ED) group — Those responsible for overall clinical and administrative management of the ED resources;
- Physical plant operations group — Those responsible for the physical plant and its environment;
- Emergency Medical Services (EMS) — Those responsible for authorizing policy and/or participating in the formation of policy that determines the response of EMS resources to a disaster;
- Public health group — Those responsible for authorizing policy and/or participating in the formation of policy that determines the public health response to a disaster; and
- Other patient care — Patient-support areas may be represented, including infection control, chaplains, social workers, legal, and others.
Critical Decision Making for Complex Coordinated Attacks

This course addresses the vulnerability of any community to a public safety situation, such as an active shooter at a shopping mall; a train derailment with hazardous chemicals; a bombing incident at a commercial district; a plane crash; or chemical, biological, radiological, nuclear, or explosive attack. These attacks, known as complex coordinated attacks, involve multiple threats that often exceed conventional response tactics. These attacks require a joint response involving members from varying disciplines and jurisdictions. The course will enhance the response capabilities of participants by providing them with the knowledge and tools to enable effective response.
This course is taught through a combination of classroom instruction and practical exercises. Among the topics covered during the classroom instruction are characteristics of a complex coordinated attack, public safety response considerations, command operations and strategies, and critical information about situational domain awareness. Several notable case studies are also presented to provide real-life examples of the characteristics of a complex coordinated attack.
Featured practical exercises allow participants to interact with responders from other disciplines to effectively address a variety of complex coordinated attack scenarios. Participants will work together to identify critical considerations and command strategies. Further, these exercises encourage collaborative decision-making and rapid strategizing.
The target audience for the Direct Delivery version of this course includes:
Emergency responders: police, fire, and emergency medical services personnel, including those who are most likely to assume command at some point during a response to a complex coordinated attack.
Tactical HazMat Operations in Surface Transportation

The THMOST course is specifically designed to provide participants in law enforcement with advanced knowledge and practical skills needed to respond to a complex, tactical surface transportation incident involving HazMat/WMD. Participants will learn to operate tactical weapons using Simunition® non-lethal training weapons and ammunition while wearing chemical protective clothing and respiratory protection systems.Participants will learn to respond properly to emergency incidents involving various modes of mass transit transportation, including heavy, medium, and light rail systems, and commercial and school buses. Participants will learn to select the personal protective equipment and respiratory protection for the threat presented in an emergency. They will learn how to use monitoring equipment to help determine what type of HazMat/WMD participants may be confronting. Participants will conduct site assessments, determine which level of personal protective equipment is appropriate for various situations, develop tactical plans and conduct tactical assaults on full-scale passenger train cars, locomotives, commercial buses and school buses. Participants will be involved in a variety of “shoot/don’t shoot” situations utilizing Simunition®. During the hands-on portion of this program, participants will be taught the importance of verbal commands and how to execute them while wearing personal protective equipment in this environment.
In addition, there will be segments in the program that reference managing tactical situations at rail terminal facilities. This will allow the participants to examine how these kind of events can play out in that specific environment.
Scenarios also involve “active shooter” role playing. After receiving the curriculum and participating in the scenario-based incidents, successful participants will be capable of overseeing and performing surface transportation emergency response activities during real- life incidents
Participants shall be active peace officers representing federal, state, local, tribal, territorial, public, and private sector organizations that respond to tactical emergencies potentially involving HazMat/WMD in a surface transportation environment.
Law Enforcement Active Shooter Emergency Response

Terrorism involving active shooter attacks on population centers has become part of law enforcement officers’ awareness; however, increased awareness of a problem does not ensure preparedness or appropriate response tactics. This course addresses technical aspects of planning and implementing a rapid law enforcement deployment to an active shooter incident through classroom presentations, hands-on performance-based field training, and scenario-based practical exercises.
