In the Spotlight: Frank Flynn

Frank Flynn has been a law enforcement instructor at the Center for Domestic Preparedness (CDP) since 2000.

His work has included serving as a subject matter expert for curriculum development and assisting with establishing a national standard for law enforcement training and tactical operations.

Flynn has more than 40 years of experience with the Boston Police Department and holds a master’s degree in criminal justice. He has served on the department’s SWAT team and civil disturbance and canine units. He has also worked as an instructor in its police academy.

Flynn has also worked numerous national events during his career, including Democratic National Conventions in Boston, Denver, and Charlotte, and Republican National Conventions in New York, St. Paul, Tampa, Cleveland, Charlotte, and Philadelphia. Additionally, he’s worked law enforcement responses to Hurricane Sandy, the Boston Marathon bombing, and the riots in Ferguson, Missouri.

“Expert training, planning and direction provided to law enforcement personnel, organizations and institutions is essential to the development of professional responses to critical incidents and tactical operations,” said Flynn.
