In the Spotlight: Michael Phillips

A retired police sergeant with 30 years of experience, Michael Phillips has been a law enforcement instructor for the Center for Domestic Preparedness (CDP) since 2013.

During his career, Phillips served as a supervisory detective and police academy instructor and on a special response team, eventually becoming its team commander. He also attended the FBI National Academy and Northwestern School of Staff and Command.

Phillips has been a trainer for use of force, firearms, defensive tactics, TASER, and crime scene investigation. He was also involved with the planning and execution of response operations to multiple civil disturbances, including those at NCAA sporting events, rallies at his state capitol, and protests at the National Policy Institute.

“My goal is to give our first responders the knowledge and skills to successfully handle all levels of civil unrest, while ensuring we protect everyone’s civil and constitutional rights,” said Phillips.
