Working group developing Public Order Policing Program

FEMA’s Center for Domestic Preparedness has formed a working group to enhance its public order policing curriculum. 

The working group includes representatives of the National Institute of Justice’s Special Technical Committee and Public Order Policing Association and current and former police officers from across the nation.

The goal of the group is to transform the CDP’s Field Force Operations course into a training continuum with three separate courses -- Basic Civil Disturbance Training, Intermediate Civil Disturbance Training and Civil Disturbance Unit Leader Training.

The Basic Civil Disturbance Training course will cover in-crowd dynamics, civil disturbance unit roles and responsibilities, crowd management formations and techniques, baton techniques, community involvement and engagement, and legal considerations.

The Intermediate Civil Disturbance Unit Training course will include advanced crowd dynamics, advanced formations, insertions and rescues, personal protective equipment, low-level munitions, special team techniques, arrest control/defensive tactics, and de-escalation techniques. 

The Civil Disturbance Unit Leader Training will provide instruction about and practical experience in public order policing and crowd management for law enforcement and public safety unit leaders.

If all goes as planned, the CDP will unveil the three courses in 2022.
